ABOUT THIS EDITION

Q-Day Conference 2025 challenges us to think and act on a European scale. Inspired by the perspectives of Mario Draghi, Enrico Letta, and Manuel Heitor, this edition centers on a key message: Europe is facing a rare opportunity to turn long-standing vulnerabilities into drivers of autonomy, cohesion, and sustainable growth.

The reports are clear: there is room to do more and do better. The EU could generate up to €370 billion annually by unlocking the full potential of its internal market. Investment in innovation still falls short of what’s needed, but that gap is also an opportunity — and an urgent one. Reaching 3% of GDP in R&D should be more than a symbolic goal: it could become the new benchmark of European ambition. And with the right conditions, the talent that currently leaves Europe could find new reasons to stay, contribute, and thrive here.

In this context, Portugal has a clear and urgent mission. No longer just a beneficiary of the European project, Portugal is now an active contributor to its digital, energy, and scientific autonomy.

This panel, held in Portuguese, offers a broad perspective on how Europe can address the major challenges of today and tomorrow. In a world shaped by geopolitical tensions, technological rivalries, and economic uncertainty, Europe is seeking a new path to enhance its strategic autonomy and global relevance.

The discussion will cover internal cohesion, Europe’s role in a multipolar world, the sustainability of its economic model, and the core values guiding the European project.

We will explore what unites us, what divides us, and what remains to be done to act with greater clarity and ambition. A starting point for building structural solutions across key areas, including science, technology, energy, industry, health, innovation, and defense — strategic pillars for preparing Europe for the decades ahead.

Solutions for Europe | Businesses with European DNA, Global Scale & Real Impact

This panel, held in English, examines how Europe can harness its scientific, industrial, and regulatory capabilities to achieve global technological leadership. Despite current dependence on solutions from the U.S. or China, Europe holds unique assets: companies with deep commitments to sustainability, high ethical standards, industrial strength, and purpose-driven innovation.

We’ll discuss support mechanisms for entrepreneurship and innovation (from EU funding to public policy) and how these can be enhanced to speed up the development of homegrown technological solutions. The panel emphasizes the crucial role of businesses, entrepreneurs, and investors in shaping a more autonomous, competitive, and values-driven Europe.

With just 2,600 km² and around 660,000 inhabitants, Luxembourg is one of the smallest countries in Europe – yet also one of the most strategic. A founding member of the European Coal and Steel Community (ECSC), the precursor to today’s European Union, Luxembourg is home to several key institutions of the European project.

With an open and globally connected economy, it boasts the highest GDP per capita in the world (€118,770 in 2023), ranks among Europe’s leading financial centers, and stands out in international competitiveness indexes. According to the European Innovation Scoreboard 2024, Luxembourg is the 8th most innovative country in the European Union.

This choice also highlights the deep historical and cultural ties between Portugal and Luxembourg: reflected in the fact that around 15% of Luxembourg’s population is of Portuguese origin. For Quidgest, it is a country with which we have been strengthening strategic relations, in an increasingly collaborative path focused on innovation, digital transformation, and capacity building.

This panel, also in English, focuses on how Europe can better educate, elevate, and retain its talent to remain globally competitive. Universities and organizations play a crucial role, not just through high-quality teaching, but by nurturing strategic thinking, critical reasoning, and a sense of purpose.

The discussion encompasses lifelong learning, learning through hands-on experience, and fostering the connections between academia and society. It also examines how to create attractive career paths for researchers, entrepreneurs, and professionals, so they can find in Europe the space to grow and make an impact. This is an invitation to rethink how we turn knowledge into value — through patents, applied innovation, or measurable economic results.

Adriana Esteves leads international public procurement processes and strategic commercial proposals, contributing to the company’s global expansion and promoting sustainable mobility. With a career of almost 10 years fully dedicated to the mobility and public transport sector, she began working at Efacec Engenharia e Sistemas as a Tendering Specialist for the Public Transportation division after completing an internship in the USA in the field of Management Systems, strengthening her international experience. Having started her academic journey with a European degree in International Business Management from the School of Technology and Management of the Polytechnic Institute of Bragança, she combines strategic vision and perseverance in supporting the internationalization of the Portuguese industrial sector.

National Delegate and NCP at ANI

Afonso Duarte serves as the National Delegate and Contact Point for Horizon Europe’s Digital, Industry, and Space Cluster at the National Innovation Agency (ANI). He is also a key member of the Portuguese delegation to the European Chips Joint Undertaking (Chips JU) and coordinates the national delegation for the Digital Europe Programme. With nearly two decades of experience in Research and Innovation (R&I), Afonso has specialized in funding, managing, and coordinating European projects. His background includes a previous role at AICIB (Clinical Research and Biomedical Innovation Agency), where he was the National Delegate for European initiatives in health and digital health.

Secretary of State for Digitalisation

Dr. Bernardo Correia is the Secretary of State for Digitalisation in the XXV Government of the Portuguese Republic, under the Ministry of the Presidency and State Modernisation.

With a degree in Economics from Universidade Nova de Lisboa, he was Country Director of Google Portugal for nine years, previously holding international leadership positions at multinationals Google and Unilever, based in the United Kingdom for over a decade.

He also chaired the Artificial Intelligence and Cybersecurity Commission of the American Chamber of Commerce in Portugal (AmCham) and was a member of the board of APDC (Portuguese Communications Association).

David Ferreira da Silva, born in Coimbra, was linked to this City Council, where he was part of the municipal executive’s advisory team, working in areas such as education, investor support, innovation, and youth. He strengthened his resume as an intern, advisor, and chief of staff at the European Parliament, with a special focus on work at EUROLAT, International Trade, and political communication. With a postgraduate degree in International Relations from the University of Coimbra and postgraduate degrees in Communication and Political Marketing from ISCSP – University of Lisbon, he was also responsible for International Relations and Institutional Communication at the Associação Portuguesa de Distribuição e Drenagem de Águas, representing Portugal in forums such as EUREAU and the World Water Forum, an experience that gave him the skills to take on his current role at AC, Águas de Coimbra, in the area of Service Quality and European Indicators & Financing and R&D. He is the founder of the Praça do Luxemburgo project, the Portuguese winner of the 2024 European Charlemagne Youth Prize, a fantastic project that attracts new voices and communication tools on European issues, and for four years he coordinated Geração KNow, dedicated to training in European affairs, which trained almost a hundred citizens on the EU and how it works. In 2023, he presented the book “Cartas à Europa” (Letters to Europe), a personal reflection on citizenship, proximity, and democratic participation, inspired by a love story for the EU.

Fátima Caçador is a journalist and the director of Casa dos Bits. She has been covering technology and Internet topics for over 30 years, having worked for Revista Valor and been part of the founding teams of Exame Informática and BIT magazines. In 2000, she created TEK, a leading technology news portal and the oldest of its kind in Portugal. Throughout her career, she has received several journalism awards, including the Career Award in Science and Innovation Journalism, granted by the National Innovation Agency.

Graduated in Geography and Regional Planning, Postgraduate in Spatial Planning and Environmental Planning, Master in Public Administration, and holder of a Diploma of Advanced Studies in Public Policies. Since 2017, she has served as Director-General of the DGT (Directorate-General for Territory in Portugal), taking on responsibilities in the field of public policies for spatial planning, cities and landscape, cadastre, cartography, and geographic information. Previously, she held senior management positions in public administration and management roles in state-owned enterprises, namely as Vice-President of the Lisbon and Tagus Valley Regional Coordination and Development Commission, Coordinator of the Lisbon Regional Dynamics Monitoring Body, and Member of the Board of Sociedade Frente Tejo S.A. – Urban Rehabilitation of Lisbon’s Riverside Front. She also served as Secretary of State for Spatial Planning and Cities. Throughout her professional career, she has been responsible for promoting and coordinating several innovative projects that combine the areas of spatial planning, geographic information, and administrative modernization.

Currently holding the position of VP of People Operations, Inclusion & Diversity at Quidgest, Hugo Miguel Ribeiro is deeply passionate about people operations and actively trying to make a difference in the inclusion and diversity world. Curious about people analytics, he focuses on keeping the human aspect at the center of his work. As a podcast enthusiast, he continuously explores new ideas and perspectives in his field. Senior Advisor, Office of the Secretary of State for Portuguese Communities (MFA)

Inês Bichão is the winner of the 2024 Jacques Delors Prize, awarded by the Jacques Delors European Information Center – Ministry of Foreign Affairs (MNE), for her work “O Ato Administrativo Desconforme ao Direito da União Europeia” (Administrative Acts that do not comply with European Union law). She is currently a doctoral student in Legal and Political Sciences, specializing in European Union Law, at the Faculty of Law of the University of Lisbon, and has a specialization in “High Quality Regulation” from the European University Institute. She works as a lawyer, a legal and political advisor. She has also gained experience as a public policy analyst at the School of Public Policy at the London School of Economics and Political Science. In addition to her academic and professional work, she is dedicated to social causes linked to promoting literacy about the EU, seeking to bring law and politics closer to citizens. She is also a speaker on European issues, participating in debate forums such as the Praça do Luxemburgo.

Isabel Ucha is Chairman of the Board of Directors at Euronext Lisbon, the entity that manages the Portuguese stock exchange, and a Director of Euronext N.V., a multinational group operating several European stock exchanges. She holds a degree in Economics from the Catholic University, a Master’s in Economics from Nova University, and a Master’s in Finance from the London Business School. Throughout her career, she served as Advisor for Economic Affairs to the Prime Minister for four years, led the Issuances and Markets Unit at the Treasury and Public Debt Management Agency (IGCP), held positions at the Securities Market Commission (CMVM), and was an executive partner at a consulting firm for about seven years. In parallel, she has been a lecturer at the Portuguese Catholic University, teaching various economics and finance courses, including Economics, Corporate Finance, Economics of Finance, Economics of Regulation, European Economics, Portuguese Economy, and Corporate Governance.

Luís Rebelo de Sousa is Director of International Relations at PwC for Portugal, Angola, Mozambique, and Cape Verde, where he leads the strategy and the relationship management with public and business entities, strengthening strategic partnerships, and contributing to productive investment policies and fundraising in multicultural and geographically diverse contexts. Before returning to PwC, he was a member of the Board of Directors of AICEP Portugal Global, where he coordinated key areas of the agency and represented Portugal in international trade and investment forums, including the CPLP. He also held prominent positions as deputy commissioner of the Portuguese Pavilion at Expo Osaka 2025 and led the agency’s digital transformation. He was a non-executive director of IAPMEI, strengthening cooperation with AICEP in supporting the growth and internationalization of Portuguese SMEs, startups, and scale-ups. With consolidated experience in business management and institutional relations, he also served as an HR consultant at Michael Page and as a political and economic advisor at the Ministry of Internal Administration, where he managed budgets, public-private partnerships, and legislation in critical areas such as immigration and internal security. He holds a degree in Economics from the Católica Lisbon School of Business & Economics and has advanced studies in International Relations at ISCSP (University of Lisbon).

Luís Santana is Head of Specific Projects and Strategy Management at Quidgest, where he has been working since September 2008. With a degree in Computer Engineering, he has led the planning, control, and execution of projects in multiple sectors. In Strategic Management, he is responsible for implementing advanced decision support systems, with an emphasis on solutions based on the Balanced Scorecard model, supporting organizations in defining, monitoring, and achieving their goals. As head of Special Products, he coordinates the development of unique and diversified solutions designed to meet the specific needs of customers across various areas, ensuring the adaptability and scalability of information systems. Between 2008 and 2012, he was also a lecturer at the Polytechnic Institute of Tomar and the Polytechnic Institute of Setúbal, teaching courses on Algorithms, Systems Analysis, Databases, and Project Methodology.

Manuel Pestana Machado is Head of Community and Communications at Startup Portugal, leading the team that drives communications and engagement with the country’s startup ecosystem. A former journalist at Sábado and Observador — where he helped launch the Technology & Startups section — he combined his legal background with a passion for writing about innovation, data protection, and intellectual property. He later served as legal officer at the Bureau for Cultural Strategy, Planning and Assessment (GEPAC) of the Portuguese Ministry of Culture, representing Portugal as a national expert and delegate at the Council of the European Union and the World Intellectual Property Organization, focusing on Copyright and Related Rights, especially concerning artificial intelligence. Today, he leverages this diverse experience to support entrepreneurs and connect policy with real-world practice.

Marc Bichler

Ambassador of Luxembourg to Portugal

A jurist by training, with a law degree from the University of Paris I – Panthéon Sorbonne, Marc Bichler began his diplomatic career in 1990 at the Ministry of Foreign and European Affairs of Luxembourg. Throughout his career, he has held senior positions, including Director of Development Cooperation and Humanitarian Action, Ambassador to Burkina Faso, Mali, and Senegal, and Deputy Permanent Representative of Luxembourg to the United Nations in New York. From 2012 to 2014, he served as Executive Secretary of the United Nations Capital Development Fund (UNCDF) in New York, standing out for his expertise in sustainable development, climate finance, and microfinance. He later became Ambassador-at-Large for Climate Change and, from 2016 onwards, for Human Rights, chairing the Government’s Interministerial Committee on Human Rights. Between 2021 and 2025, he was Luxembourg’s Permanent Representative to the United Nations Office and other International Organizations in Geneva, where, in 2023, he served as Vice-President of the Human Rights Council for the WEOG Group. Since September 1, 2025, he has been the Extraordinary and Plenipotentiary Ambassador of the Grand Duchy of Luxembourg to Portugal

Maria Cândida Silva Lima Azeredo Lobo has been with AICEP – Portugal Global, Trade & Investment Agency since 1991. She worked in the Directorate for the Promotion of Foreign Investment in Portugal until 1998. She later joined the Directorate for Trade and Internationalization, where she was responsible for the Innovation Sector until 2000. She is currently part of the Commercial Directorate, where she manages the Information, Communication, and Electronics Technologies and Shared Services Centers sector – TICE & SSC. She holds a degree in Modern Languages and Literatures and a Postgraduate Diploma in European Studies from Universidade Nova de Lisboa, and completed the Executive Program in Internationalization Management at Católica Lisbon School of Business & Economics (2016–2017).

Marta Miraldes is the Managing Partner of SBI Consulting and one of its founding partners, through which she has supported the launch and consolidation of numerous projects across diverse areas – from structuring business models to drafting or reviewing business plans, assisting in the search for the most suitable financing solutions, as well as providing support in business development. Among the many initiatives and projects she has collaborated on, special mention goes to the study on venture capital in Portugal and her role in supporting the launch of several incubators, most notably Startup Lisboa (in 2012), today known as Unicorn Factory Lisboa, where she currently serves as Head of Programs. In this role, she is responsible for the design and implementation of various ideation, acceleration, and collaborative innovation programs; the coordination of Business Factory, Mafra’s municipal incubators; the design and coordination of the Lisboa Protege program of the Lisbon Municipality as a response to the city’s business community; and the implementation of multiple corporate consulting projects and innovation programs. She holds a degree in Management from ISCTE and was a guest lecturer in the Postgraduate Program in Entrepreneurship at INDEG/ISCTE, having also participated as a trainer in numerous entrepreneurship initiatives.

Head of Government Relations & Regulatory Strategy at LuxSE

Paula Redondo Pereira is Head of Government Relations & Regulatory Strategy at the Luxembourg Stock Exchange (LuxSE). Her work focuses on advancing LuxSE’s positioning in key regulatory and policy discussions and shaping initiatives of relevance to the capital markets ecosystem, both at European and global levels. She actively represents LuxSE and the Luxembourg Green Exchange (LGX) in leading international fora, including the Federation of European Securities Exchanges (FESE), where she has served on the Board since 2022, as well as the World Federation of Exchanges (WFE) and the International Capital Market Association (ICMA). She was also a member of the European Commission’s Technical Expert Group on Sustainable Finance. Paula holds a Law Degree from Universidade Nova de Lisboa, an LL.M. in International Business and Economic Law from Georgetown University, and a Master’s in European Affairs from Universidade Católica Portuguesa, where she also lectured as a Guest Professor. She completed the “Transition to General Management” executive program at INSEAD. In recognition of her professional contributions, Paula was named one of the WFE Women Leaders in 2021 and featured in Paperjam’s Women on Boards initiative in 2025.

Rui Miguel Santos is currently the CEO at CESO Development Consultants, where he leads the definition and implementation of the company’s development strategy, as the largest national operator in the Multilateral Financial Institutions market. Throughout his career, he has accumulated extensive international experience as a Senior Expert for the European Commission under the Management Knowledge Services, contributing to the update of project management manuals. Since 2016, he has also been Lead Trainer and Lead Consultant at the Council of Europe, responsible for developing project management training curricula for staff in central services and delegations. In parallel, he has pursued an academic career as a Guest Professor at leading institutions, including the College of Europe in Bruges (since 2015), Maastricht University, and the Maastricht School of Management (since 2011), where he teaches executive courses on project management and monitoring, as well as development proposal design. His teaching experience also includes designing tailor-made training programs for public entities in EU Member States and neighboring countries. With over three decades of commitment to CESO, where he has held positions including Project Manager, Technical Director, and Board Member, he has established a solid track record that combines international consulting practice with training and professional development.

Susanna Coghlan

Europe Business Development Manager at Quidgest

Susanna Coghlan is Quidgest´s Europe Business Development Manager. She collaborates with Quidgest partners and clients on projects focused on digital transformation and implementing technology change. Susanna also works with cross-functional teams within Quidgest on projects for automation, learning technologies, and responsible AI design. As a participant in EU innovation events and a company representative to the EU Pact for Skills, she engages with organizations and businesses across Europe on issues related to AI, new technologies, and skills.
