The Government of Jamaica chose Quidgest to implement an HR information management system and an end-to-end talent management framework as part of its national strategy to transform the public sector in this Central American nation. The Recruitment and Selection System manages all stages of the hiring process, from job posting to final candidate selection. The platform on which it operates, Genio, keeps all information up-to-date on labor legislation, data records, and report generation, enabling data-driven, real-time decision-making and increasing efficiency. Using Genio, Quidgest develops software based on modeling and AI, allowing precise translation of various business models and rules into the HR management information system.

Recruitment is the starting point, but training is crucial in a fast-evolving market where knowledge and skills are constantly advancing. With this in mind, Quidgest developed the Training Management System so that HR professionals can perform a “holistic analysis of training needs and the development of each employee within the organization.” Through this system, HR managers and professionals gain a “360º view” of training outcomes at both a global and individual level and can monitor training budgets and costs.

Turismo de Portugal invested in implementing this technological HR Management solution, which included payroll, training, attendance, and performance evaluation.
Sónia Silva, Director of the Talent Management and Capacity Building Department at Turismo de Portugal, speaks positively of this choice: “The solution applied in the Training Management area was crucial in driving the digitization and innovation of training processes at Turismo de Portugal. Given the high training volume at the institute, the data records are now managed in a single system, simplifying access and management, facilitating physical execution of training, and enabling the issuance of legally required annual training reports.”
Performance evaluation naturally emerges as the third step in this cycle, following hiring and training. According to Hugo Miguel Ribeiro, the link connects and strengthens the two previous elements: “By providing structured, ongoing feedback, organizations can identify areas for improvement, recognize and reward excellence, and align individual goals with organizational targets.”
The Performance Evaluation System is Quidgest’s tool that integrates the entire evaluation process, from setting evaluation periods to scheduling, from rating objectives, skills, and other assessment factors to the actual evaluation and feedback communication.
Obtaining this module has brought productivity and efficiency gains for the team responsible for managing Turismo de Portugal’s training and, consequently, has significantly improved the response to our people. More than 90% of the archive of training process records has been eliminated and is now available for consultation on the employee portal.

The Local Health Unit of Braga chose this solution from Quidgest. Cláudia Antunes Mendo, Director of the Human Resources Management Service, highlights the strengths of the SINGAP-RH digital platform: “It facilitated access to contracted objectives and competencies as well as assessment records for both the evaluated and the evaluators; it enabled HR to control the tasks required at each stage of the evaluation cycle.” She also noted that “the platform made the performance evaluation process much more transparent for both parties” and “greatly reduced the bureaucratic burden while meeting all legal requirements.”
SINGAP-HR has been applied in Performance Assessment Management to support the SIADAP assessment in the different careers the Braga Local Health Unit integrates. The solution has been implemented in the general, pharmaceutical, and nursing careers for the 2023/2024 biennium. In the medical career, the solution is currently being tested.
